I don't know the answer to your question exactly, but as someone who just went on an extensive trip through the northeastern US I can say that from my experience the EZ Pass lanes do not make any significant difference in traffic except during the 8-9 and 5-6 rush hours - and even then it's a minor speedup at best you will save maybe 15 seconds. emailed them, but I doubt I'll get an answer til after somebody reads it on Monday.
